Establishes the State Navigator Program Law under the Public Utilities Act to help Illinois residents access information about energy efficiency, weatherization, electrification services, and federal/state incentives for building upgrades

Authorizes the Department of Commerce and Economic Opportunity to create a statewide building energy upgrade navigator program, with the option to contract with a third-party Administrator (nonprofit or community-based organization) selected through a competitive process

Requires the program to prioritize outreach to equity investment eligible communities and income-qualified households (those at or below 80% of area median income), covering both urban and rural areas statewide

Mandates the program develop strategies to help residents stack funding from federal Inflation Reduction Act rebates, state incentives, utility programs, LIHEAP, and the Illinois Home Weatherization Assistance Program through a single interface

Requires maintenance of a recommended contractor list and creation of educational materials about available financial assistance including incentives, rebates, tax credits, grants, and loan programs for building retrofits
