Requires all residential, commercial, and institutional buildings with gas appliances and active natural gas or propane service to install at least one fuel gas alarm in each room containing a gas appliance by January 1, 2028

New construction and major renovations must include hardwired or battery-powered fuel gas alarms; battery-powered alarms are permitted in existing buildings and must have a minimum 6-year lifespan with end-of-life warning

Property buyers acquiring a covered building after January 1, 2027 must install compliant fuel gas alarms within 30 days of acquisition or occupancy and provide a signed certification at the time of sale or lease

Establishes the State Fuel Gas Safety Assistance Fund to provide free or subsidized fuel gas alarms to low-income households, administered by the Office of the State Fire Marshal

Creates the Gas Detector Alliance within the Office of the State Fire Marshal, composed of fire safety organizations and gas utility representatives, to advise on the Act's effectiveness; violations constitute a petty offense
