Amends the Open Space Lands Acquisition and Development Act to establish tiered grant matching requirements for local governments based on economic distress criteria, replacing temporary provisions that expired after fiscal year 2025

Creates three funding tiers for distressed areas: up to 100% state assistance for projects in distressed locations within distressed communities, up to 90% for projects in distressed communities regardless of location, and up to 75% for distressed location projects not in distressed communities

Defines "distressed community" and "distressed location" based on specific criteria including 20% poverty rate, 75%+ free lunch program participation, 20%+ SNAP recipients, or unemployment exceeding 120% of national average for 2+ consecutive years

Caps annual grant allocations at 10% for 100% assistance grants, 30% for 90% assistance grants, and 10% for 75% assistance grants; maintains standard 50/50 matching for non-distressed areas

Authorizes the Department of Natural Resources to adopt emergency rules for expeditious implementation, with the emergency rulemaking provision set to repeal one year after the Act's effective date
