Creates the "Amber Alert Plus Act" establishing a specialized notification system for missing or abducted Black youth ages 12-25, including young women and girls who are missing under suspicious circumstances, at risk, developmentally disabled, cognitively impaired, or abducted

Allows local law enforcement agencies to request activation of an Amber Alert Plus through the Illinois State Police when factors indicate it would be an effective investigative tool, including concerns about physical safety, potential trafficking, or unexplained disappearance

Authorizes use of changeable message highway signs when a vehicle may be involved in the missing person incident and specific vehicle information is available for public dissemination

Encourages (but does not require) radio, television, cable, satellite, and social media systems to cooperate in disseminating Amber Alert Plus notifications

Amends the Video Gaming Act to allow the Illinois Gaming Board to require video gaming terminals to display both Amber Alert and Amber Alert Plus messages if economically and technically feasible without risking system integrity
