Requires the Illinois Department of Public Health to adopt rules mandating newborn screening tests for every condition on the federal Recommended Uniform Screening Panel (RUSP) within 3 years of a condition being added to the panel

The RUSP is developed by the U.S. Secretary of Health and Human Services and the Advisory Committee on Heritable Disorders of Newborns and Children

Mandates an annual report to the Governor and General Assembly due by January 1 each year covering implementation status, timelines for future testing requirements, and funding needs

Amends the Newborn Metabolic Screening Act by adding a new Section 4
