Requires business entities with over $1 billion in annual revenue that operate in Illinois to publicly disclose their greenhouse gas emissions (scope 1, 2, and 3) annually to a state emissions registry starting January 1, 2027

Secretary of State must adopt rules by July 1, 2026 requiring emissions reporting using the Greenhouse Gas Protocol standards developed by the World Resources Institute and World Business Council for Sustainable Development

Emissions disclosures must be independently verified by the emissions registry or a third-party auditor approved by the Secretary of State

Secretary of State must contract with the University of Illinois, a national laboratory, or equivalent academic institution to prepare reports analyzing the emissions disclosures in context of state climate goals

Emissions registry must create a publicly accessible digital platform by January 1, 2027 to house all disclosures, with the Attorney General authorized to bring civil actions against entities that violate reporting requirements
