Removes the $200,000 threshold for capital expenditure reporting, requiring health care facilities to report all capital expenditures annually to the State Board regardless of amount

Requires hospitals reporting zero capital expenditures to still submit a section detailing their total purchasing budget for all goods and services from the preceding fiscal year

Applies to hospitals with more than 100 beds under the University of Illinois Hospital Act or Hospital Licensing Act, which must also report on spending with female-owned, minority-owned, veteran-owned, and small business enterprises

Eliminates the previous inflation-adjusted reporting threshold that only captured larger capital projects
