Creates the Crossing of Electric Utility Property Act, establishing rules for constructing facilities over, under, or across public utility rights-of-way

Requires public utilities to provide expedited review of crossing applications and prohibits unreasonable denial of crossings

Grants occupants automatic authorization to use a crossing within 90 days after meeting conditions: notifying the utility, providing engineering specifications meeting National Electrical Safety Code requirements, affirming maintenance responsibility, and paying establishment and first-year fees

Specifies that crossing fees must be "de minimis" and commercially reasonable based on similar easements granted by the utility

Defines unreasonable denial criteria for underground mining crossings, including requirements that crossings be at least 200 feet below ground, no more than 65 feet high, no wider than 50 feet, and spaced at least 50 feet apart
