Creates the Task Force on Lake Michigan Beach Public Use to review public coordination, consolidation, use, and access issues for public bathing areas along Lake Michigan

Task Force membership includes 4 General Assembly members (one appointed by each legislative leader), representatives from Chicago and each municipality with a public bathing beach, 2 environmental/conservation representatives, 2 swimming safety experts, 2 parks and recreation experts, and the Director of Natural Resources or designee

Requires the Task Force to review existing beach management structures, admission policies, accessibility surveys, and at least 10 years of safety data, as well as analyze costs and impacts of individualized municipal beach management

Task Force must recommend at least two intergovernmental or governmental structures for improving public beach accessibility, safety, and training while allowing local programming variety

Report due to Governor and General Assembly by December 31, 2026; Task Force dissolves January 1, 2027; appointments must be made within 90 days of effective date; members serve without compensation
