Creates the Safe Gun Storage Act requiring firearm owners to secure firearms in locked containers when they know or reasonably should know a minor (under 18), at-risk person, or prohibited person is likely to gain access

Establishes tiered civil penalties for violations: up to $500 for basic violations, up to $1,000 if an unauthorized person obtains the firearm, and up to $10,000 if the firearm is used to injure or kill someone or in connection with a crime

Reduces the timeframe for reporting lost or stolen firearms from 72 hours to 48 hours and requires law enforcement to enter stolen firearm information into LEADS within 48 hours of receiving a report

Requires federally licensed firearm dealers to check the Illinois State Police stolen firearm database before completing sales or transfers beginning January 1, 2026, and mandates written notice to buyers about reporting obligations for lost/stolen firearms

Adds failure to report lost or stolen firearms as grounds for FOID card revocation for second or subsequent offenses, and establishes that violations constitute prima facie evidence of negligence per se in civil proceedings
