Requires each appointing authority (Senate President, Senate Minority Leader, House Speaker, House Minority Leader) to appoint at least one Legislative Ethics Commissioner from the general public, changing this from optional to mandatory

Allows the Legislative Inspector General to issue subpoenas without obtaining advance approval from the Legislative Ethics Commission

Transfers authority to publish summary reports from the Legislative Ethics Commission to the Legislative Inspector General, who must release reports within 60 days of the Commission receiving them along with responses from jurisdictional authorities

Prohibits the Legislative Ethics Commission from adopting rules that require the Legislative Inspector General to seek advance approval before publishing summary reports, and voids any existing rules requiring approval before commencing investigations

Authorizes the Legislative Inspector General to redact information protecting witness, complainant, or informant identities, and requires allowing respondents, the Commission, and Attorney General to review documents and suggest redactions before publication
