IL HB3700

Creates the Community Violence Intervention Workforce Development Act, establishing a workgroup within the Office of Firearm Violence Prevention (Department of Human Services) to address workforce needs in the violence intervention field

Workgroup must complete tasks by December 31, 2026, including estimating the number of high-risk individuals currently served versus those needing services, and determining workforce needs to serve 75% of those with chronic gun violence exposure within 5 years

Requires development of job descriptions, merit assessment tools, and identification of critical job functions for community violence intervention services, along with recommendations for State funding changes to improve recruitment, training, and retention

Workgroup membership includes 19 members representing violence prevention organizations (Metropolitan Peace Academy, READI Chicago, regional agencies in Peoria, East St. Louis, Rockford, Aurora/Elgin), the Illinois Criminal Justice Information Authority, City of Chicago, and 4 General Assembly members

Workgroup dissolves and the Act is repealed on January 1, 2027; takes effect immediately upon becoming law
