Establishes mandatory training for Prisoner Review Board members within 30 days of appointment, covering topics including domestic violence, gender-based violence, rehabilitative corrections, and trauma; requires 20 hours of annual continuing education on subjects such as racial bias, wrongful conviction, and restorative justice

Creates a Director of Victim and Witness Services position under the Prisoner Review Board to oversee victim notification processes, develop safety procedures, coordinate trainings on victim rights, and administer the new Survivor Safety and Support Fund for housing, transportation, and daily essentials for survivors

Expands parole consideration factors to include rehabilitation programming participation, age at offense, cognitive disabilities, trauma history, and reentry plans; removes language allowing parole denial based on "disrespect for the law" and requires written explanations of denial decisions with specific guidance for future hearings

Requires the Department of Corrections to run LEADS reports before releasing individuals and notify them of any active orders of protection; mandates the Prisoner Review Board run LEADS reports before revocation decisions and publish online the names of offenders alleged to have violated parole terms
