Adds a new right for crime victims to be free from deception during the investigatory process, specifically prohibiting law enforcement from knowingly communicating false facts about evidence to persons reporting crimes

Amends the Rights of Crime Victims and Witnesses Act (725 ILCS 120/4) to expand protections during the investigation stage, before formal criminal justice proceedings begin

Existing rights retained include: fair treatment, notice of court proceedings, communication with prosecution, presence at trial, protection from the accused, and restitution

Law enforcement must continue providing victims with written explanation of rights within 48 hours of initial contact, including crime victim compensation information
