Requires Illinois Department of Corrections facilities to provide incarcerated individuals with original, physical copies of their mail rather than scanned or photocopied versions

Allows exceptions to the original mail requirement only when there is documented evidence of a "clear and present danger," including data on contraband found in mail, test results, and entry methods—all of which must be made publicly available upon request

Prohibits restricting or limiting communication with outside support persons (via phone, mail, video, or in-person visits) as a disciplinary sanction

Mandates that incarcerated individuals may contact outside supports via phone, mail, or electronic message free of charge

Amends the Unified Code of Corrections (730 ILCS 5/3-7-2) regarding facility requirements for committed persons
