IL HB3715

Creates the Nondiscrimination in State Contracts and Grants Act, prohibiting Illinois state agencies from awarding contracts or grants to any person, business, or entity that engages in discrimination as defined by the Act

Defines "discrimination" as engaging in "sexual orientation change efforts" or "conversion therapy" — practices or treatments that seek to change an individual's sexual orientation, behaviors, gender expressions, or eliminate same-sex attractions

Excludes from the definition of conversion therapy: counseling that provides acceptance and support without seeking to change sexual orientation, and mental health services facilitating coping, social support, and gender identity exploration

Authorizes the Department of Central Management Services to adopt rules implementing the Act
