Authorizes Illinois community college boards of trustees to establish baccalaureate degree programs and confer bachelor's degrees upon approval by both the Illinois Community College Board and the Board of Higher Education

Requires community colleges to document unmet regional workforce needs, demonstrate the program won't unnecessarily duplicate existing degrees at other institutions, and show how the program will improve racial and socioeconomic equity in student access and completion

Caps tuition for the third and fourth years of community college baccalaureate programs at 150% of lower-division course tuition per credit hour

Prohibits community colleges from using credit hours from baccalaureate programs to calculate state grants under Section 2-16.02 of the Public Community College Act

Mandates annual reporting to the Illinois Community College Board on enrollment, completions, workforce demand, and tuition costs, plus a statewide evaluation to be submitted to legislative leaders and the Governor's Office within 5 years
