Requires law enforcement agencies that encrypt police scanner transmissions to provide real-time access to those encrypted transmissions to news media organizations

Eligible media organizations include broadcast stations, radio broadcast stations, and newspapers as defined under federal and state law

Access must be provided through licensing or other means to ensure media can monitor police communications

Amends the Emergency Telephone System Act by adding a new Section 85

Effective January 1, 2026
