Prohibits Illinois state agencies from using automated decision-making systems (AI, algorithms, machine learning) without continuous meaningful human review when delivering public assistance benefits, affecting civil rights or liberties, or impacting safety and welfare of individuals

Defines "meaningful human review" as oversight by trained individuals who understand the system's risks and limitations and have authority to approve, deny, or modify any automated decision

Requires state agencies to conduct impact assessments before deploying automated systems and at least every 2 years thereafter, including testing for accuracy, bias, discrimination, cybersecurity vulnerabilities, and privacy risks

Mandates that agencies cease using any automated system found to produce discriminatory or biased outcomes

Protects state employees from displacement, discharge, or reduction in hours/wages due to automated system implementation, and preserves existing collective bargaining agreements and union rights
