Creates the Local Government Billing Act requiring local government-operated waterworks, sewerage systems, and electric utilities to bill residential customers within 12 months and non-residential customers within 24 months of service delivery

Prohibits intentional delay of billing beyond normal billing cycles and requires previously unbilled amounts to be clearly labeled on bills with specific date ranges when charges accrued

Requires makeup billing for previously unbilled service to be prorated based on varying rates during the unbilled period, and customers must be offered interest-free payment plans over a period equal to the billing delay

Exempts billing time limits when unbilled service results from tampering, theft, fraud, or customer interference with meter readings

Repeals and consolidates existing billing provisions from the Illinois Municipal Code, Public Water District Act, Water Service District Act, Water Authorities Act, and Water Commission Act of 1985 into this single unified act
