Certified registered nurse anesthetists (CRNAs) would no longer be required to have an anesthesiologist physically present on premises during anesthesia delivery in hospitals and ambulatory surgical treatment centers

Removes the requirement that anesthesia services be under the direction of a physician with specialized anesthesia preparation or completed anesthesiology residency

Establishes full practice authority for CRNAs who either complete a professional practice doctorate or accumulate 4,000 hours of clinical experience and 250 hours of continuing education after national certification

CRNAs with full practice authority may practice without a written collaborative agreement, prescribe Schedule II-V controlled substances, and obtain DEA registration independently

Amends multiple acts including the Ambulatory Surgical Treatment Center Act, Hospital Licensing Act, Medical Practice Act of 1987, Nurse Practice Act, Illinois Dental Practice Act, and Podiatric Medical Practice Act to make conforming changes
