Establishes a 5-year Biological Foster Care Case Management Pilot Program through the Department of Children and Family Services to prioritize reunifying children in foster care with their biological parents

Provides biological parents with their own dedicated case manager, separate from their children's caseworker, along with mental health evaluations, family counseling, and reintegration services

Requires development of individualized 2-year reunification plans for each child in foster care, with quarterly service plan reviews and structured family engagement sessions during the first 6 months

Sets a target goal of reunifying at least 40% of children new to care within 18-24 months of placement, up from the current 18.6% reunification rate in Cook County within 24 months

Includes workforce development component providing job readiness training, paid internships, financial literacy, and job placement services to parents in poverty and foster youth aged 16 and older
