Amends the Environmental Protection Act to define "non-community water supply" as a public water supply that is not a community water supply (which serves at least 15 service connections or 25 residents)

Creates three specific exceptions where the Environmental Protection Act does apply to non-community water supplies: the Agency's implementation of the Safe Drinking Water Act, the Board's adoption of rules pertaining to non-community or public water supplies, and provisions referenced under the Illinois Groundwater Protection Act

Authorizes the Director of Public Health to impose administrative penalties of $1,000 per violation per day for substantial failure to comply with non-community water system regulations

Establishes a new civil penalty of at least $1,000 per violation per day for any person who violates the Illinois Groundwater Protection Act provisions regarding water systems, in addition to existing Class A misdemeanor charges and minimum $100 fine

Takes effect immediately upon becoming law
