Adds "employment social enterprises" as a new category of organizations eligible for assistance from the Office of Economic Equity and Empowerment within the Department of Commerce and Economic Opportunity

Defines employment social enterprises as nonprofit or for-profit organizations that provide employment, social supports, and on-the-job/life skills training to individuals with barriers to employment while producing goods or providing services

Expands outreach, workshops, grant programs, and coordination activities to include employment social enterprises alongside minority-owned, women-owned, veteran-owned, and disability-owned businesses

Authorizes the Office to contract with employment social enterprises as service providers for workforce development, business training, and economic empowerment programs
