Expands the Prevailing Wage Act to classify transportation of ready-mixed concrete and aggregate materials (rock, gravel, sand, asphalt, etc.) to public works projects as covered "public works" employment requiring prevailing wage payment

Defines new terms including "trucking broker," "trucking firm," "independent truck owner-operator," "stockpile," and specifies that covered "transportation" includes hauling to, from, and within project sites regardless of who performs the work

Requires prevailing wage calculations for independent owner-operators who provide their own trucks to include equipment rental rates established by the Illinois Department of Transportation, in addition to standard hourly wages and fringe benefits

Removes the previous exemption that excluded transportation workers employed by sellers and suppliers from prevailing wage requirements when delivering materials to construction sites

Takes effect immediately upon becoming law
