Authorizes the Director of the Department of Natural Resources to set, lengthen, shorten, or close the hunting and trapping season for gray fox when the biological balance of the species is affected

Allows the Director to set, lessen, or increase daily bag limits and possession limits for gray fox through administrative rule

Grants the Department of Natural Resources authority to adopt emergency rules under the Illinois Administrative Procedure Act, deemed necessary for public interest, safety, and welfare

The emergency rulemaking provision automatically repeals one year after the Act's effective date

Maintains the existing open season window for gray fox hunting and trapping between November 1 and February 15, with the Director having discretion to adjust within that timeframe
