Creates the Workplace Extreme Temperature Safety Act requiring the Director of Labor to adopt rules establishing excessive heat and excessive cold standards for both indoor and outdoor workplaces

Sets temporary excessive heat thresholds at 80°F heat index for outdoor work and 80°F temperature with 85°F heat index for indoor work, with additional safety measures required when heat index reaches 90°F

Sets temporary excessive cold thresholds at 40°F wind chill for outdoor work, 60°F for indoor heavy work, and 65°F for indoor light work

Requires employers to develop occupational temperature-related illness and injury prevention plans by January 1, 2026, including provisions for potable water, paid rest breaks, shade/warming stations, emergency response procedures, and annual employee training

Establishes civil penalties of $100-$5,000 per initial violation and $250-$15,000 per repeat violation within 3 years, with enforcement authority given to the Department of Labor and Attorney General, plus private right of action for aggrieved employees

Exempts employees directly involved in protection of life or property, including lifeguards, firefighters, paramedics, law enforcement, and emergency infrastructure restoration workers
