Transfers administration of preschool educational grant programs from the State Board of Education to the Department of Early Childhood starting July 1, 2026, for voluntary preschool programs serving children ages 3-5

Restricts suspensions in preschool and early childhood programs: suspensions of 4 or more days require approval from a superintendent, program director, or comparable supervisor, and suspension length cannot exceed the time needed to develop a behavior intervention or safety plan

Beginning July 1, 2026, prohibits expulsion of students in kindergarten through grade 2 unless required by the federal Gun-Free Schools Act, and requires superintendents to approve suspensions of 4+ days for K-2 students

Expands eligibility for alternative learning opportunities programs from grades 4-12 to kindergarten through grade 12, but prohibits students in K-5 from participating in such programs outside their home district

Requires school districts to report student discipline data (suspensions, expulsions, removals) to the State Board of Education by July 31 annually, disaggregated by race, ethnicity, gender, age, grade level, English learner status, and incident type
