Incarcerated persons in Illinois correctional facilities would be entitled to make free telephone calls, eliminating all per-call and per-minute charges

Removes the existing 7 cents per minute rate cap for debit, prepaid, and collect calls, as well as the 23 cents per minute cap for international calls

Requires the Department of Central Management Services to contract with vendors for telephone services where costs are not based on the number of calls made

Prohibits the Department of Corrections and its agents from adopting rules that charge incarcerated persons per telephone call

Department of Corrections must establish rules governing call length limits, daily call frequency limits, and may prohibit calls made for illegal purposes
