Increases administrative fees paid to the Department of Labor by employers ordered to pay wages: $500 (up from $250) for wages owed of $3,000 or less; $750 (up from $500) for wages between $3,000 and $10,000; and $1,250 (up from $1,000) for wages of $10,000 or more

Establishes that final administrative decisions requiring employers to pay wages, penalties, or other amounts become debts owed to the State and may be collected using all available legal remedies, including those under Article XII of the Code of Civil Procedure

Clarifies that the 5% monthly damages for unpaid wages and the 1% daily penalty for non-compliance accrue until the Department's final order becomes a debt due to the State in administrative proceedings

Specifies that procedural changes in the bill apply retroactively while substantive changes apply prospectively only, with remedy changes classified as procedural

Takes effect immediately upon becoming law
