Amends the Illinois Criminal Code to create a presumption that the last registered owner of a vehicle is responsible for illegal dumping violations when their vehicle is used to dump garbage, trash, or refuse on someone else's property without consent

Allows vehicle owners to rebut the presumption by proving: the vehicle was reported stolen before the dumping occurred; the vehicle was sold/transferred and they provide the new owner's address; or they can prove they weren't driving or in control of the vehicle and can identify who was

Requires charges against the last registered owner to be promptly dismissed if they successfully rebut the presumption, with charges then filed against the actual responsible party if possible

Existing penalties remain unchanged: Class B misdemeanor with $500 minimum fine for first offense, Class A misdemeanor for second offense, and Class 4 felony for third or subsequent offenses
