Designates the amendatory Act as "Dax's Law" and amends the Humane Care for Animals Act regarding crimes against law enforcement animals

Removes service animals from the provisions covering police animals, limiting protections to animals used specifically for law enforcement purposes including police animals, search and rescue dogs, and accelerant detection dogs

Maintains existing felony penalties: Class 4 felony if the animal is injured but not killed or totally disabled; Class 3 felony if the animal is killed or totally disabled

Requires convicted offenders to pay veterinarian bills for injured animals, plus purchase and training costs for a replacement animal if the injured or killed animal can no longer serve

Creates an exception for individuals who injure a law enforcement animal that was used against them in violation of the department's use of force continuum or policy
