Repeals the School Construction Bond Act (30 ILCS 390) in its entirety

Amends the Statute on Statutes to remove references to the School Construction Bond Act, while maintaining references to the Illinois Coal and Energy Development Bond Act as included in the General Obligation Bond Act

Amends the General Obligation Bond Act to clarify that the School Construction Fund continues under the 104th General Assembly, with bond proceeds for school construction still deposited into this fund under Section 5

Amends the Prevailing Wage Act to add "(now repealed)" notation after references to the School Construction Bond Act while maintaining prevailing wage requirements for school construction projects funded under the General Obligation Bond Act
