Amends the Boiler and Pressure Vessel Safety Act to give owner-users of pressure vessels a choice between two inspection and repair standards: the National Board Inspection Code or the American Petroleum Institute API-510 guidelines for pressure vessels in petroleum refining service

Establishes a maximum inspection interval of 5 years for pressure vessels covered under the new provisions, regardless of which standard the owner-user selects

Applies specifically to owner-users authorized under Section 15 of the Act who operate pressure vessels in service

Maintains existing inspection requirements for other equipment including annual inspections for power boilers, biennial inspections for low pressure steam and hot water boilers, and 3-year inspections for pressure vessels subject to internal corrosion
