Amends the Mobile Home Landlord and Tenant Rights Act to require park owners to notify manufactured home owners of rent or fee increases exceeding 3% or the Consumer Price Index rate, whichever is greater

Park owners must provide written justification and make documentation available to all residents showing costs and work that justify any rent increase above the CPI rate

Costs that can justify above-threshold rent increases include ordinary maintenance, preventative maintenance, road and infrastructure repair, community property/services, property taxes, and utilities not directly paid by residents

Park owners must demonstrate that work performed was necessary to meet warranty of habitability obligations and that the increase covers only actual and reasonable costs
