Creates the Law Enforcement Hiring Task Force to identify measures preventing unfit candidates from being hired as law enforcement officers and explore strategies to prevent unnecessary deaths caused by officers

Task Force must submit a report to the General Assembly by June 30, 2026 with recommendations for preventing people with dangerous backgrounds from being hired as law enforcement officers

Task Force membership consists of 13 members: 3 appointed by Senate President, 3 by House Speaker, 2 by House Minority Leader, 2 by Senate Minority Leader, and 3 by the Governor

Prohibits law enforcement agencies from hiring officers without first reviewing background disciplinary actions, terminations, and administrative reviews from previous employers

Requires a minimum 30-day review period before a law enforcement agency may hire an officer; may also be cited as the Sonya Massey Act
