Amends the Illinois Pesticide Act to create two distinct categories of licensed pesticide operators: "licensed large-scale operators" who use boom sprayers, tractor-mounted spray equipment, or other large-scale application equipment, and "licensed small-scale operators" who use smaller equipment

Requires the Director of Agriculture to issue separate certification tests for large-scale and small-scale operators based on rules prescribed by the Department of Agriculture

Both operator types must work under the direction of a licensed commercial applicator or licensed commercial not-for-hire applicator when applying pesticides to others' lands

Updates the definition of unlawful acts to specify that using or supervising pesticide use without qualifying as a certified applicator, licensed small-scale operator, or licensed large-scale operator constitutes a violation of the Act
