Amends the Environmental Protection Act to accelerate lead service line replacement timelines for the largest water systems in Illinois

Reduces the maximum completion deadline from 50 years to 35 years for community water supplies with more than 99,999 lead service lines in their final inventory

Maintains the existing requirement that these large water systems must replace lead service lines at an annual rate of no less than 2% of the total inventory

This change specifically targets the City of Chicago, which is the only Illinois water system with over 100,000 lead service lines
