IL HB3859

Allows non-home rule municipalities to appoint deputy chiefs of police from sworn officers of other municipalities, not just from within their own police department

Requires candidates from outside municipalities to have at least 5 years of full-time service as a police officer to be eligible for deputy chief appointment

Applies to municipalities with 130,000 or fewer inhabitants (for deputy chief positions) and those with more than 130,000 inhabitants (for deputy or assistant deputy chief positions)

Maintains existing requirements that deputy chiefs serve at the discretion of the Police Chief and revert to their previously held rank if removed from the position

Takes effect immediately upon becoming law
