Removes the automatic termination trigger for Medicaid coverage of childless adults aged 19-64 who qualify under the Affordable Care Act's Medicaid expansion (income at or below 138% of federal poverty level)

Under current law, Illinois must end Medicaid coverage for this expansion population within 3 months if the federal medical assistance percentage (FMAP) drops below 90%; this bill eliminates that requirement

The federal government currently reimburses 90% of costs for the ACA Medicaid expansion population; this change would allow Illinois to continue covering childless adults regardless of future federal funding reductions

Affects adults aged 19-64 who do not otherwise qualify for Medicaid through other eligibility categories such as disability, pregnancy, or having dependent children
