Amends the Consumer Fraud and Deceptive Business Practices Act to add new Section 2HHHH regarding retail product returns

Defines "retail establishment" as any place of business in Illinois open to the general public for the sale of consumer products

Makes it an unlawful practice for retail establishments to refuse returns or offer only store credit for products that are unopened and unused

Requires retailers to provide full refunds (not just store credit) when consumers return unopened, unused products purchased at that establishment

Violations would constitute consumer fraud under Illinois law, subject to enforcement and penalties under the Consumer Fraud Act
