Creates the Emergency Digital Communication Pilot Permits Act, authorizing municipalities to install and operate noncommercial digital banner systems within State highway rights-of-way for homeland security, emergency preparedness, and public safety communications

Allows the Department of Transportation to issue pilot permits for digital public safety communication devices on State highway rights-of-way, overriding existing restrictions in the Highway Advertising Control Act of 1971 and Illinois Highway Code

Defines "digital public safety communication device" as a digital or LED display installed by local government, used exclusively for emergency alerts, public safety messaging, and civic announcements

Requires devices to be operated solely by units of local government, prohibits commercial advertising, and mandates installation on municipally owned infrastructure with emergency override functionality

Directs the Department of Transportation to adopt rules covering eligibility, content restrictions, monitoring, and enforcement mechanisms
