Increases the statewide 9-1-1 surcharge from $1.50 to $2.50 per network connection for telecommunications and wireless carriers, effective January 1, 2026

The surcharge applies monthly to all telecommunications and wireless customers, except those already subject to surcharges under other sections of the Emergency Telephone System Act

Pay telephone services are exempt from the monthly surcharge

For businesses with private branch exchange (PBX), Centrex, or similar multiple voice grade communication systems, 5 surcharges per network connection are imposed for both regular and advanced service trunk lines

Carriers may retain 1.74% of collected surcharges (up to 2.5% with documentation) to cover accounting and collection expenses, with the remainder remitted to the Illinois State Police for deposit into the Statewide 9-1-1 Fund
