Creates the Conservation of Energy in State Government Act, requiring electrical lights in State buildings and facilities to be turned off when not needed

Lights may remain on only when: (1) the building or that portion is occupied, (2) the facility operates 24 hours a day, or (3) lighting is required for security or safety purposes

Establishes state policy to reduce unnecessary energy use and minimize light pollution from artificial lighting at night

Legislative findings cite benefits including lower energy bills, smaller carbon footprint, reduced harm to wildlife, and improved night sky visibility
