Prohibits adults convicted of felonies whose sentences are not completed, terminated, or discharged from filing name change petitions unless pardoned

Limits State's Attorney objections to petitioners convicted of specific offenses: identity theft, aggravated identity theft, criminal sexual abuse of minors, sexual exploitation of a child, indecent solicitation of a child or adult, or those with pending charges requiring sex offender/violent offender/arsonist registration

Requires objections to be filed within 30 days, in writing, and include specific evidence of nefarious intent and detailed facts showing potential risk to others outweighs harm to the petitioner

Excludes juvenile adjudications from triggering notification requirements to State's Attorney and Illinois State Police, applying only to adult convictions and arrests that have not been pardoned, expunged, or sealed
