Prohibits law enforcement officers from wearing masks or neck gaiters while interacting with the public during their duties, with exceptions for medical-grade surgical/N95 masks, smoke protection masks during wildfire emergencies, and SWAT team protective gear

Requires officers to display their name or badge number and employing agency on their uniform while executing law enforcement duties

Exempts officers engaged in undercover assignments from these requirements

Establishes penalties: first violation by sworn officers is a petty offense, second or subsequent violations are Class A misdemeanors; violations by non-sworn persons acting on behalf of law enforcement are Class A misdemeanors

Creates the Immigrant Family Services Fund in the State treasury, which will receive all fines from violations and be administered by the Department of Human Services for immigrant family services
