Exempts State Universities Retirement System (SURS) annuitants from pension suspension rules when they return to work to perform critical operations during a Governor-declared state of emergency or disaster, effective for service on or after March 9, 2020

Allows returning annuitants during emergencies to receive both their pension benefits and compensation from the employer simultaneously, without requiring employee or employer pension contributions during reemployment

Requires SURS to repay annuitants who had benefits suspended or cancelled for emergency-related reemployment between March 9, 2020 and the bill's effective date, plus interest at the effective rate

Mandates SURS to reimburse annuitants who previously repaid benefits to the System due to emergency reemployment, with interest from the date of their repayment

Protects annuitants from benefit suspension if they made employment decisions based on reasonable reliance on statements from SURS representatives indicating benefits would not be suspended
