Amends the Economic Development for a Growing Economy (EDGE) Tax Credit Act to add flexibility for apprenticeship employment requirements

Employment duration requirements for apprentice-related tax credits can be satisfied by employment with the apprenticeship firm, the commercial client served by that firm, or a combination of both

Worksite requirements under the Act or related agreements can be met by placing the apprentice at the hiring firm's worksite, the commercial client's worksite, or both locations

Allows apprenticeship firms to count time apprentices spend working for their commercial clients toward tax credit eligibility requirements
