Amends the Search and Seizure Article of the Code of Criminal Procedure of 1963 regarding the return of seized items to courts

Requires telecommunications carriers to return all electronic instruments, articles, or things within 36 hours when a search warrant was issued for a forcible felony investigation

Maintains existing requirement that all seized items must be returned "without unnecessary delay" before the issuing judge or a court of competent jurisdiction

Continues to require a sworn inventory of seized items to be filed with the return by the executing officer
