Creates the Digital Age Assurance Act requiring operating system providers to collect user birth date or age during account setup and transmit age bracket signals to app developers via real-time API

Establishes four age brackets for classification: under 13, ages 13-15, ages 16-17, and 18 and older, which developers must use to comply with applicable age-related laws

Developers receiving age signals are deemed to have "actual knowledge" of user age across all platforms and access points, and cannot willfully disregard clear internal evidence contradicting the signal

Prohibits operating system providers and developers from sharing age data with third parties for purposes beyond compliance, and requires nondiscriminatory treatment between first-party and third-party apps

Violations subject to civil penalties of up to $2,500 per affected child for negligent violations or $7,500 for intentional violations, enforceable by the Attorney General, effective January 1, 2027
